Harlo--- is a spirit. It reflects the lack of commitment, faithfulness, and dedication. It manifests when one's actions and deeds turn a person away from the one that loves them the most. That's what Hosea experienced. God commanded Hosea to love his wife who committed harlo--- to demonstrate how far He would go to love His people.
